准家计（PMT）调查主要通过代理变量预测住户的收支情况，同时又辅之以直接向住户询问其收支情况。在具体实践中，准家计调查方法可以提高低保系统的瞄准效率，降低人为裁定因素，从制度安排和实践操作两个层面确保“低保”政策的公正性。文章基于肇庆农村部分地区的准家计调查结果，将低保户与一般农户的家计情况进行了比较，分析了肇庆农村最低生活保障制度的现状，并提出了建议。%PMT research mainly relies on observing variables to estimate the income and expenditure of residents,and is assisted by direct inquiring the income and expenditure of residents. In practice, PMT can improve the aiming efficiency, lower the people oriented influence, and thus ensure the justice of the subsistence security policies. The paper compares the PMT data of subsistence security residents with normal residents based on the investigation data in rural areas of Zhaoqing, analyzes the current situation of Zhaoqing poverty group, and gives some suggestions.
