关于统筹地价动态监测和基准地价更新工作的若干思考

         

摘要

基准地价更新和地价动态监测是当前地方国土资源管理部门同时面对的两项地价管理基础性工作,二者工作关联性强,但工作成果和应用方向各有侧重,科学合理地统筹两项工作,是必然的发展趋势。本文分析了应统一地价监测范围和土地定级估价范围的观点;论述了在地价动态监测基础上更新基准地价,归并地价区段,形成土地级别,然后以价定级的技术流程;并且,为保证地价动态监测成果客观准确,保证通过“归并区段、以价定级”方式划分的土地级别客观准确,提出了大幅度加密地价监测点等思路。%Standard land price and land price dynamic monitoring are premium management infrastructure of the current local land and resources departments, which are connected with each other closely, the results of their work and their application, however, are slightly different. Therefore, it is the inevitable trend of development in a scientific and rational way to coordinate the two tasks. This paper analyzes the land price monitoring scope and the range of land grading and evaluation;it discussed how to merge the premium segment, and form the land level as well as the technical processes of price grading in the land price monitoring, on the basis of updated benchmark land; and to ensure that the results of the land price monitoring is objective and that the land grading by "merging the segmented land and grading the land according to its price" is objective and accurate, it proposed the idea of monitoring points of the land price should be set up substantially.
