人力资源在区域创新体系中发挥着重要作用,是决定区域创新能力的决定性因素。文章首先对四个直辖市的区域创新能力进行了量化,然后用人均受教育年限来衡量人力资源综合素质,进而研究了人力资源综合素质与区域创新能力的关系,通过实证分析的结果,从人力资源受教育年限的角度给出了如何提升区域创新能力的建议。%Human resources plays an important role in the regional innovation system and it is a decisive factor in regional innovation capability. In this article, I quantified the regional innovation capability of the four municipalities firstly. Then, the overall quality of human resources were measured by people's average years of education. Thereby, we can research the relationship of Human Resources Comprehensive Quality and Regional Innovation Capability. According to the results of empirical analysis, I show the recommendations to improve the regional innovation capability from the point of people's average years of education.
