This paper combines emergent decision making of public emergency with group cooperative mechanism, proposes the construction of decision support system of public emergency based on group synergy, and establish the overall emergency plan fast and efficiently, so as to improve the level of disaster reduction, and reduce the impact of disasters greatly.
