中国集装箱海铁联运发展瓶颈和要点分析

         

摘要

集装箱海铁联运是一个复杂的系统.中国港口年吞吐量已达到1.45亿TEU,海铁联运比重却不到2%,严重制约集疏运的效率.从集装箱海铁联运的管理体制、协调组织机制、基础设施、服务体系、综合效益以及铁路和港口部门等方面深入探讨其发展的瓶颈,从而找到海铁联运发展滞后的原因,提出海铁联运未来发展的要点.%Sea-rail container multimodal transport is a complex system. While China's port container throughput has reached 145 million TEU, sea-rail proportion is less than 2%, which severely constrains the efficiency of container distribution. This paper looks deep into the management system, coordination and organization mechanism, infrastructure, service system, total cost effect, and departments of ports and rails to find out the reasons of these constrains. And based on the analysis, this paper discusses the future development key points for sea-rail multimodal transport.
