作为在全国范围内分布广泛的中小型公共图书馆,随着文化部、财政部关于全国所有公共图书馆免费开放政策的出台,将会成为公众获取知识与信息的基本渠道.本文通过对中小型公共图书馆的免费开放的角色定位,寻找阻碍免费开放的瓶颈,并针对问题提出具体解决方案,最终实现中小型公共图书馆在免费开放中的全面服务作用.%Small and medium-sized public library is widespread in our country. In recent years, the ministry of culture and the ministry of finance launch the policy of free opening the public library, and make it become the basic path to acquire knowledge and information for the public. Based on the situation that the small and medium-sized public library is free, this paper tries to find out the constraint to the free opening the iibraiy, and aiming at the problems, puts forward the resolutions for achieving the comprehensive service function of small and medium-sized public library.
