Construction project is one of China＇s pillar industries. With the development of China＇s socialist market economy, the competition among construction market. Bidding is a orderly market competition trading mode as well as the legal process of standardizing the selecting of trading body and making of contract. Since the promulgation of “Bidding Law" in 1999, due to the non-standard of bidding process and the problems in the actual operation, the operation effect is affected which could not correctly choose the bidder and results in the economic and quality loss for the two construction parties.
