Based on the performance and construction requirement of the urban video monitoring system and in connection with the characteristics of police special video net and the urban video net, this design makes the construction requirement and general frame more clearly. It puts forward the requirement on basic factor,practice,maintenances and management of the system. At last,the system implementation plan is proposed based on the network,access, data, applications, security, and two networks interconnect design.%根据城市视频监控系统的现状和建设需求,针对公安视频专网和城市视频网的特点,进一步明确了系统的建设要求和总体框架,提出了系统的基本功能要求、应用要求以及维护管理要求.最后对网络、接入、数据、应用、安全以及两网的互联等进行设计,提出了系统的实施计划.
