我国就业训练中心职业技能培训绩效分析

         

摘要

Employment training center is an important support for public employment service. In recent years, as the private vocational training institutions develop rapidly, marketization has gotten more and more obvious in the field of vocational skills training. The paper investigates the number of employment training centers and analyzes the changes of teachers.It founds that the position of the full-time teacher in teaching process of the employment training center has been improved instantly. The means that the government support the employment training center transferred from direct and homogeneous financial allowance to indirect and differentiated allowance. According the statistics, the number of trainees that the private vocational training institutions took in have surpassed that of public employment training center. However, the graduation rates of the both shows a decreased trend. Through analyzing the running efficiency of employment training center by the method of DEA, the paper found that employment training efficiency has been on a relatively high level and increased constantly. The employment training efficiency is restricted by two major factors. On the one hand, the number of trainees increases too fast. On the other hand, the trainees who get the qualification certificates are still in minority.%就业训练中心是公共就业服务体系的重要支柱。近年来,民办职业培训机构发展迅速,我国职业技能培训市场化进程明显。文章统计了就业训练中心数量,分析了教师的变化情况:全职教师在就业培训中心教学中的地位不断强化,政府对就业训练中心的支持方式从直接的、同质化的财政补助转向间接的、差异化的补贴。民办职业培训机构吸纳的受训人数已经超过公办就业训练中心,但两者的受训人员结业比均呈现下降态势。用DEA方法分析就业训练中心的运行效率,发现职业培训效率处于相对较高的水平且近年来不断上升,受训人数增长过快以及获得中高级职业资格证书人数的不足是制约就业训练中心职业培训效率的主要因素。
