The mixed ownership reform of vocational education at present is based on the rationally designed institutional change of group decision. Shareholding system is the main mode of operation and organization of mixed ownership higher vocational schools. The managing mode of shareholding system has advantage of optimizing allocation of resources and competition mechanism. At the same time, the crossover characteristics and quasi public goods attribute of vocational education decide what the best offered mode of vocational education is provided by the government and the enterprise jointly. Only in this way, can the positive interaction between the regional economic and social development and the higher vocational education be realized.%当下职业教育混合所有制改革是基于群体决策的理性设计型制度变迁。股份制是混合所有制职业院校的主要经营方式和组织形式，股份制治理模式有利于优化资源配置和竞争机制。同时，职业教育的“跨界”特征和准公共产品属性，决定了由政府、企业共同提供仍属最优选择，惟其如此，方能实现区域经济社会发展和职业教育有效供给的良性互动。
