职业教育集团是产教融合、校企合作的“结构性平台”，是分工明确、功能互补的“功能集合体”，是基于某些共同目标的“利益相关者组织”。地方人民政府（部门）、行业组织、企业、职业院校是职业教育集团的基本成员单位，有着共同的和各自独立的利益诉求。职教集团治理应紧扣职业教育集团的本质和各成员单位的利益诉求，构建相应治理机构，依据利益诉求，构建利益驱动机制，依据发展趋势，探索权利让渡机制。%Vocational Education Group is the“structural platform”characterized by integrating production with teaching and cooperating school with enterprise; it is also an“aggregate function”with clear division of labor and complementary functions; as well as a“stakeholder organization” based on some common goals. Local governments (departments), industry organizations, enterprises and vocational institutions are the fundamental member units of vocational education group, which have common and separate interests appeal. For vocational education group, it is suggested to closely link to the nature of vocational education group and the interest appeal of its member units, and constructs corresponding institutions of governance, build interest-driven mechanism based on interest demands, and explore the governance rights assignment mechanisms according to development trend.
