采用面板模型对区域高等教育人才培养的不同层次与服务外包产业发展之间的关系进行实证分析，研究表明，高等教育人才培养对区域服务外包产业的发展有着巨大的作用，当人才培养的规模与服务外包产业的发展拟合时，则产生正向效应，反之则产生负向效应，减缓区域经济的发展；同时从教育布局调整、政府行业推进、可持续发展的人才培养等方面提出推动区域服务外包协调发展的高校人才培养策略。%In this paper we makes an empirical analysis on the rela-tionship between different level of regional higher education talent training and the development of the service outsourcing industry using panel data model. The result shows that, the talent training of higher e-ducation has a huge impact on service outsourcing industry develop-ment. When the talent training scale is able to fit the development of service outsourcing industry, it will produce the positive effects, other-wise, the negative effect will slow down the development of regional e-conomy. In addition, we proposed regional coordinated strategy of the service outsourcing development and higher education talent training in terms of the education layout adjustment, government and industry ac-celeration, and sustainable personnel training, etc.
