针对水利部标准SL427－2008“水资源监控管理系统数据传输规约”在实际应用中的需求，需对其进行必要的约定和要求。从水位零点、密码PW、站号规划、“在线保持”时间间隔、TP限时、数据自报回执时间、遥测终端工作方式转换、遥测终端工作方式转换、水位加报、自报、招测重复发送次数和报警参数等10个方面进行了约定，并对系统的负水位、瞬时流量超限、仪表错误数据、传感器序号排列、多种校时、流量加报及对通信服务商等其他情况做了约定。这些约定和要求是在“规约”的基础上，保证了标准适用于现场发生千变万化的情况，是“规约”的应用指导书。%According to needs in practice, necessary regulations and requirements should be prepared for the waterresources industry standard data transmission protocol for water resources monitoring management systems. The article formulates regulations in ten aspects of zero water level, password, station number planning, on-line holdon interval, TP limited time, respond time for automatic data transmission, operational mode transition of remote terminal unit, added transmission of water level data, automatic data transmission, repeat times of interrogation, earlywarning parameters as well as on negative water level, instantaneous discharge limit, wrong data of instrument, sensor serial number arrange, vourious real time correction added transmission of discharge data, communication service providers. All these regulations and requirements made in the article offer a guarantee that the standard can be applied at everychanging field situation, it is a application guidance for the industrial standard.
