As the only city directly under the central government that substantively carried out the pilot work of cap-and-trade emission trading, Chongqing City constructed a framework of evaluation on cap-and-trade emission trading policy and carried out the evaluation on the policy.The evaluation results showed that the policy framework was complete in general and the social, economic and environmental benefits of the policy implementation were good.However, there were some imperfections in the management of emission right, pricing mechanism of emission right, payment of emission right, check and payment and fund management.In view of the existing problems, the corresponding policy recommendations were put forward.%重庆市是目前全国唯一一个实质性开展排污权有偿使用和交易试点工作的直辖市.为了有效地促进保护环境质量,构建了排污权有偿使用和交易政策评估框架,对该市排污权有偿使用和交易政策进行了分析评估.结果表明:重庆市排污权有偿使用和交易政策框架总体较完善,政策实施取得了良好的社会、经济与环境效益,但在排污权总量管理、排污权有偿使用价格确定、核查清缴、资金管理等方面存在不足.研究提出了相应的政策建议.
