In order to fully realize the flood control function of Goupitan Reservoir and Silin Reservoir on Wujiang River and u-tilize the flood resources reasonably, the study of joint pre-discharge operation of the two reservoirs under frequently-occurred flood is of practical significance. The hydrological and meteorological features of Wujiang River Basin, flood composition and en-countering laws, level of hydrological and meteorological forecast, pre-discharge operation capacity of the reservoirs and dischar-ging capacity of lower river channels are analyzed, based on which, the flood routing calculation for different frequencies and typ-ical large flood were conducted. The starting condition and operation controlling index of the real-time forecast and regulation of Silin Reservoir under frequently-occurred flood were put forward, and the joint pre-discharge operation mode of the two reser-voirs were determined. The risk and benefit of the joint operation were analyzed as well.%为了充分发挥乌江构皮滩、思林水库的防洪作用并合理利用洪水资源，研究两库在常遇洪水下的联合调度方式具有实际意义。在分析乌江流域水文气象特征、洪水组成及遭遇规律、水文气象预报水平、水库预报预泄能力以及下游河道泄流能力的基础上，对各设计频率洪水、典型大洪水进行了调洪演算，提出了思林水库常遇洪水实时预报调度的启动条件和操作控制指标，拟定了两库的联合预泄调度方式，并分析了联合调度的风险和效益。分析结果有助于充分发挥两库的综合效益。
