The EU has put 17 countries on a tax haven blacklist for failing to comply with EU tax rules and showing no signs of tax transparency. The listed countries have failed to meet agreed good governance standards for tax and would not engage with the EU on the issue. In addition, 47 countries have agreed to address deficiencies in their tax systems and to meet the required criteria, following contacts with the EU.
