The ERM Ideas and Innovations column for this issue is coauthored by me, Assistant Director for Electronic Resources Management at the University of Maryland University College Library, and Randy Lowe, Collection Development, Acquisitions & Serials Librarian at the Lewis J. Ort Library, Frostburg State University. Randy and I are co-chairs of the Resources Acquisitions and Licensing Subgroup (RALS) for the University System of Maryland & Affiliated Institutions (USMAI) consortium. The format for this column is different than previous ones and is divided into successive issues, Part One and Part Two. In this issue, Part One, we discuss the history and development of a new framework for consortial electronic resources management (ERM) at the USMAI based on a shared governance model. We also studied other library consortia in the United States to determine how e-resources are managed by consortium in comparison with the USMAI. We found that organizational structures for ERM in consortia were not well documented in library literature. Based on our study and experiences, we believe that the process that we have established at USMAI will ultimately prove to be very useful for consortia that find themselves in similar circumstances, or for those library consortia that are addressing ERM governance.
