Space advocates are used to seeing major changes in NASA unveiled by presidents at special events. In 1961, President John F. Kennedy directed NASA to land a man on the Moon by the end of the decade during a speech before a joint session of Congress. In 1989, the first President George Bush announced plans for the ill-fated Space Exploration Initiative, including human missions back to the Moon and on to Mars, in a speech outside the National Air and Space Museum on the 20th anniversary of Apollo 11 's historic lunar landing.
