In August 1994, the president issued the new National Space Transportation Policy, which outlined a strategy for revitalizing the nation's space transportation capabilities to ensure reliable and affordable access to space. The policy directed NASA to lead technology development and demonstration activities for a next-generation reusable launch vehicle (RLV). It further directed that such research be focused on technologies that would support a 1996 decision to proceed with development and test of a subscale flight demonstrator that would prove the single-stage-to-orbit concept.
