Back in the mists of antiquity I taught a course on government and industry. I boiled the relationship down to a triad; students got to money and markets quickly enough but, unless I had some budding lawyers in the class, regulation took a little more nudging. Examples of industries where regulation was a central feature always got rapidly to nuclear power and aviation. Interestingly enough, back in the 70s, environmental controls got little attention. No coincidence perhaps that my young Monday morning victims identified two safety critical sectors (pharmaceuticals was another that took some crow-barring of brain cells). Aviation and aerospace have a long and honourable history of imposing constraints on commercial behaviour to the general promotion of the public good. Neo-liberal economists, even the most extreme de-regulators, have not sought to remove this particular 'dead hand of the state' from private enterprise. (There was one maybe apocryphal story of a 'swivel-eyed' proposal to allow airlines total freedom, with safety records alone to determine customer appeal.)
