My historian's eye caught Transport Secretary Grant Shapps' reference to Britain's WW2 planning for the future of civil aviation. No doubt this was a reference to the Brabazon programme of 1943-5 which Mr Shapps' speechwriters believed would trigger a positive chord in an aerospace audience. Oh dear, perhaps not the best historical precedent for accurate forecasting. The entire programme cost the government about £1.46bn in today's money with a return of £449m.
