The UK aerospace industry has spent a lot of time, some money and a lot of effort to convince the British government that investing in aeronautical R&D was a worthwhile economic activity. I recall a Tory aerospace minister in the 1980s asking the serried ranks of the aerospace great and good for ideas on how to boost the industry 'without spending any money'. Exasperated with this kind of nonsense, I leaked details of the National Aerospace Strategic Plan, also dating from the back end of the last century that advanced a 'back of an envelope' estimate of £200m a year. This produced some embarrassment for the same minister before a parliamentary committee but no cash. Several years of SBAC lobbying and the Aerospace Innovation and Growth Team Report in the '00s brought recognition of the case and hints of money, A golden age? The Cameron administration at last coughed up, supporting a flagship R&D programme now under the auspices of the Aerospace Technology Institute (ATI). Worth £150m, it was designed as a crucial British fund as much to maintain access on merit to European programmes as to develop new ideas for UK aerospace. This has become even more important as Brexit removed the UK from guaranteed access to the multi-billion European Horizon programme. Throw in the prospect of more money for the space sector and it really looked as if two decades of persuasion had been driven home.
