Herbert was born in Devonshire on 29 November 1921. He was appointed to a reserved occupation position in the Aerodynamics Division, NPL, in 1940. During wartime, he enrolled at Kingston Technical College and gained a BSc in mathematics from London University. Later, Herbert turned to the problems of flight at near-sonic speeds where the accelerated flow above a wing can exceed the speed of sound. A nearly-normal shock wave can form on the upper surface, and the boundary layer may separate, resulting in increased drag or stall. Careful attention to the wing profile, tested in the NPL high-speed wind tunnels, allowed locally supersonic flow to occur without the attendant drag problems, the so-called supercritical wing. The VC10 wing was designed in accordance with Herbert's work, later also applied to the BAC 1-11 and other aircraft. These were all faster and had lower drag than their competitors. In 1963, Herbert was awarded the Society's bronze medal for his contributions to the advancement of aerodynamics.
