The vision of an integrated global air traffic management regime has long been the dream of everyone involved in the civil air transport sector but getting closer to the reality has been a lengthy business. While the concept of Open Skies and Next-Generation Air Traffic Management systems has gradually progressed, exploiting the benefits of digital data distribution, satellite positioning and converging national ATC policies, more immediate pressures resulting from increased demands on limited air space have made it difficult to take revolutionary leaps forward, rather than steady evolution. That is until now.
