The International Civil Aviation Organization (ICAO) has concluded what it claims was a 'landmark' assembly in which it received endorsement from members to develop global market-based measures (MBM) to control emissions from international aviation. The States will meet again in 2016 with a proposal for the MBM to come into force in 2020.
