It is important when debating 'The way forward (RAeS Annual Conference report June 2008 pp 20-23)) to distinguish clearly between research and development which are two distinct and complementary activities. They are not interchangeable and it is unhelpful (albeit regrettably common) to aggregate national R&D in a single total. Paul Stein of MoD said at the conference that UK was the No 2 investor in the world on defence R&D. It is more relevant to the future competitiveness of the British defence industry to note that the UK's expenditure on defence research is very much smaller (one fifteenth in 2005) than that in the USA.
