According to our sources, theSenegalese minister of petroleumMouhamadou Makhtar Cissetravelled to Perth, Australia, lastweek to meet with senior staffmembers of Woodside, the firm incharge of developing the Sangomaroilfield. Following PresidentMacky Sall’s meeting Woodsidemanaging director Peter Colemanin Dakar on November 7, the twoparties promised to book inanother date to discuss some ofthe points still preventing the finalinvestment decision (FID) frombeing taken. Woodside submittedthe plan of development (PoD) forSangomar to the ministry in lateNovember. While there is littledoubt the PoD should be validatedshortly, the FID is being held backover the financing for the developmentof the field. The partiesare still unable to agree to the loanrate Woodside is offering Petrosento finance its share of the work onthe block of which it owns 10%. Aswe revealed ( AEI 852),Woodside is offering to apply 7%interest for the production phaseand then 13% during development.The minister wants to get this figuredown to 6.25%, the interestrate BP had offered Petrosen tofinance its share of the cross-borderfield Tortue. Woodside, FARand Cairn Energy, hope to be ableto make their FID before 2020,which gives them little room formanoeuvre in the negotiations.
