The Libyan Investment Authority (LIA) is back in the UK courts in an attempt to settle its dispute over the Crowne Plaza project with the 84-year-old property tycoon Roger King. On 26 November, the businessman's legal team tried at the appeal court to get the lawsuit filed by the LIA against King in 2018 thrown out. The affair dates to 2010 when the LIA paid £12.3m to form a joint venture with King's company Beeson Property Investments to build a Crowne Plaza hotel and a shopping centre in Maple Cross, a village on the outskirts of London. The LIA's London branch, LIA Advisory Services UK (LIA UK), used financial vehicles to transfer the cash. The hotel was never built and the companies created for the project - Maplecross Properties, Maplecross Hotel and Maplecross Retail - were wound up. "Conspiring" with a friend of Saif El Islam Gaddafi The executive director of LIA UK at the time was Rajab Layas, a man understood to be close to Muammar Gaddafi's son Saif El Islam Gaddafi, and a relative of Mohamed Layas, who headed the LIA from 2006 to 2011. The LIA's lawyers accuse English firms International Group and Beeson Property Investments, as well as Rajab Layas himself, of having "conspired" to obtain an investment from the sovereign fund by using a very favourable report on the project compiled by the international property advisory King Sturge. It is these elements, added to the initial case in an amendment authorised by the court in March, that the accused parties have appealed. No case, however, has been made directly against Rajab Layas.
