The DRC's public procurement control department, the DGCMP, has greenlit the award of a socioeconomic studies contract to Congo Challenge, a consultancy firm owned by former prime minister and now senator Augustin Matata Ponyo. The contract was ordered by the deputy prime minister in charge of planning, Elysée Munembwe, a member of former president Joseph Kabila's party, Front Commun pour le Congo (FCC). Congo Challenge, which Matata Ponyo founded in 2017 just after leaving Kabila's government, won the lucrative contract without it being put out to tender. It will conduct four studies to be used in the government's multi-sectoral programme to mitigate the impact of the Covid-19 pandemic. Totalling a little over $2m, the contract includes an assessment of the impact of the health crisis on the DRC's mining sector for $543,000, one on strategic and operational support for public revenue collection for $440,000, another on the creation of a national economic diversification strategy for $551,000 and the last on the creation of a five-year transport plan for $479,000.
