Tanzanian-incorporated firm Swala Oil &rnGas, a unit of Australian junior SwalarnEnergy, is having to shuffle its resourcesrnto keep its Tanzanian activities up and running.rnIt has until August 31 to pay partnerrnOtto Energy some $800,000 as a disputernsettlement. The two firms had been pittedrnagainst each other over onshore blocksrnPangani and Kilosa-Kilombero since Mayrn2016 ( AEI 769). At the same time, SwalarnOil & Gas is currently in talks with OcrarnExploration to invest $130 million in itsrnTanzanian affiliate PanAfrican Energyrnwhich produces gas from its Songo Songornfield ( AEI 780). This will give Swala arnfoothold on a permit already in productionrneven though the company had refused tornask for an extension on its Pangani permit,rnwhich expired in February. Swala Energyrnis supposed to reimburse Swala Oil & Gasrn$750,000 before October 10. Beset byrnfinancial difficulties, Swala Energy voluntarilyrnplaced itself under the administration ofrnAustralian consultancy HQ Advisory in Junern2016, two months after cancelling its stockrnlisting. The junior is also concerned aboutrnrecent mining laws adopted by thernTanzanian parliament in July. It is worriedrnthat the tax deals initially signed with thernDar es Salaam authorities will be revisedrnto its disadvantage. Swala Oil & Gas’ otherrnshareholders include Ernest Massawe,rnchairman of the company and former Ernstrn& Young Tanzania executive, SimonrnMbilinyi, a former economic advisor tornex-president Julius Nyerere and formerrnminister of finances, and Abdullah Mwinyi,rnan ex-BP executive.
