President Omar El Bechir told leaders of the ruling National Congress Party rn(NCP) early this month that Sudan's next oil minister will come from the ranks of the Sudan People's Liberation Movement (SPLM) in the south. In return, the post of foreign minister, which had long been the monopoly of the SPLM, will go to a northerner. The name of the future oil minister, like those of the rest of the government, will be announced in mid-June. The SPLM had been calling for the oil portfolio since 2005. As southern Sudan produces 75% of the country's oil it claimed the portfolio should fall to somebody from the region. However, the new minister will have less freedom of action than his predecessors because he will be flanked by northern officials.
