Emmanuel Egbogah, a special advisor to Nigeria's president, last week signed a memorandum of understanding with Uganda's mines minister, Peter Lokeris. Under the agreement Abuja will help Kampala meet the expectations of communities living in areas near the banks of Lake Albert where Uganda plans to start pumping oil at the end of this year. The initiative could appear paradoxical inasmuch as draft oil legislation in Uganda doesn't provide for local communities to share in the petroleum bonanza (AEI 629).The kingdom of Bunyoro, the area in which oil reserves are situated, isn't even mentioned in the draft bill which is to be examined in Parliament in coming weeks.
