With this double issue we wrap up Volume 28. As a new editorial team for the journal, we have now caught up on our backlog and expect to be back on track for delivering Volume 29 in full in 2020. In this issue, we bring you research that spans the continent and touches on a wide range of topics in African security. To start, we have two pieces that explore the persistent challenge of transnational organised crime on the continent. First, Ebimboere Seiyefa explores the intersection between regional security and climate change, focussing in particular on transnational organised crime. Seiyefa finds that organised criminal networks are able to flourish in West Africa as a result of a number of ongoing challenges in the region, especially weak state institutions, food insecurity, and unregulated migration. The research suggests that these challenges are exacerbated by the fact that climate change has not been securitised in Sub-Saharan Africa. Carina Bruwer examines the threat posed to the sustainable development goals by transnational organised crime in the form of piracy in the Western Indian Ocean. She makes a number of findings: firstly, by demonstrating the security-development nexus, she notes that sustainable development and security have a mutually reinforcing relationship; second, that counter-piracy responses have borne the lesson that sea-based efforts must be paired with action on land; and lastly, highlighting the importance of international organisations bringing together state and non-state actors in responses to threats to security and development.
