In April 2013,I had the privilege of supporting General Larry Spencer, Air Force Vice Chief of Staff, as he launched the Every Dollar Counts campaign. The campaign is focused on harnessing the creativity of our Airman to lessen the financial impact caused by sequestration. The campaign has two parts that, together, mark a cultural shift in how the Air Force views and handles money, and challenges the way "we've always done it." First, we asked units and central fund managers to identify funds that could be allocated to higher priority needs by finding programs that are no longer viable or are lower priority and could be restructured or terminated. This effort complemented our ongoing, multi-year work to better align the Air Force budget to actual execution and minimize the within-year churn.
