It's getting chilly in Europe, politically. The Cold War seems to be blowing back in, in all but name. NATO leaders gathered in Warsaw, Poland, in early July. While there, they warned openly about the threat posed by Russia, particularly the danger Moscow's aggressive actions present to former Soviet republics and old Warsaw Pact members. The alliance has formally shifted its overall strategy-once characterized by "engagement" with Russia and then "reassurance" for those nations on Russia's western edge-toward "deterrence."
