"At best, the Air National Guard represents aircraft in flyablestor-age." So declared Lt. Gen. Ennis C. Whitehead, commander of Continental Air Command, in November 1949. Whitehead was no disinterested kibbitzer; he supervised training of ANG units for their federal role as the Air Force's primary combat reserve. Whitehead's dismissive comments reflected top leaders' profound skepticism about the Guard's true capabilities. The deep prejudice did eventually fade away, but the change of heart did not take place for many years.
