In April, the Commander-in-Chief of the Russian Air Force, Colonel General Alexander Zelin, signed the Final Operational Clearance (FOC) for the Sukhoi Su-34 tactical bomber, along with the recommendation to introduce the aircraft into service. The official introduction will take place after the President of Russia has signed the proper decree, which usually occurs within months of the recommendation. FOC allows deliveries of Su-34 aircraft to combat units to begin. Following production of seven prototype and pre-production aircraft (numbers 42 through 48; only the last three are currently airworthy) in 2005 the Ministry of Defense ordered 18 Su-34s for delivery over three years. That contract was cancelled after five aircraft were delivered (01 through 05), one each in 2006, 2007 and 2008 and two in 2009. All five were assigned to the 4th military evaluation and crew conversion centre at Lipetsk. Later 01 and 03 relocated to Akhtubinsk for state trials.
