Having achieved much success in the radio and aircraft navigation equipment industries since 1922, William Lear first turned to the design and production of executive aircraft in 1954 when the first Learstar flew. That aircraft, a cleaned-up and much improved version of the twin-piston engine Lockheed Lodestar, was the fastest executive transport aircraft of its day. When development of the Learstar had been initiated, Bill Lear hoped that between 200 and 300 of these conversions would be produced by the Aircraft Service Division of Lear Inc. However, only 60 Learstars were built in Santa Monica, California. Nevertheless, Lear was not discouraged and, with the intent of selling fast business aircraft, he moved his operations to Switzerland, a country in which he was already spending much time after acquiring a large estate near Geneva. There he helped set up the Swiss-American Aircraft Corporation (SAAC) in October 1960. Next, a design office was opened in St Gallen where a small multi-national team of engineers began working under the leadership of Bill Lear and Dr Hans L Studcr, the chief designer of the Swiss P-16 ground-attack fighter. This resulted in the design of the SAAC-23 business jet. A fuselage mock-up of the SAAC-23 was completed in mid-1962 and installation of production tooling began at the St Gallen-Altenrhein Airport. However, progress was not fast enough for Bill Lear, who then decided to transfer his operations to the United States. Existing tooling was shipped from Switzerland and a new 96,000 sq ft (8, 918m~2) plant built for the Lear Jet in Wichita, Kansas.
