The Gulf subsidy campaign by American Airlines, Delta Air Lines and United Airlines, backed solidly by their union groups, merits as much scrutiny as went into the 55-page report they commissioned and which took two years to prepare. The report is now public after private viewings by White House administration and congressional officials. It alleges more than $42 billion of Gulf state subsidies have fed Emirates Airline, Etihad Airways and Qatar Airways. This, the US airlines say, is a clear breach of fair competition rules in the US Open Skies treaties with Qatar and the United Arab Emirates, so they are calling for government consultations (Analysis, page 16).
