Any great endeavor begins with a combination of forward thinking, good intentions and timing. Such was the case when the ISTAT board of directors chartered the ISTAT Foundation in 1992. The continuing success of ISTAT and the careful management of expenses was starting to produce an annual surplus for the nonprofit organization. This surplus persisted despite the fact that rates for ISTAT membership and the annual conference were well below those for other organizations and conferences in the commercial aviation sector―and despite the board's voting year after year against increasing dues and conference rates to encourage participation from all areas of the commercial air transport community.
