The new crane rule has been a long time in the making. In 2003, the secretary of labor appointed 23 experienced Crane and Derrick Advisory Committee (CDAC) members to represent crane manufacturers, operators, safety experts, the insurance and construction industries, and government agencies. These committees met 11 times over the span of a year until they reached a consensus in July 2004.
