As an academic economist and innovative policy official, Alfred Kahn advocated con structive economic policies that could be imple mented in a political arena-that is, policies that could plausibly be characterized as actual Pareto improvements. Stiglitz (1998) lamented government's limited ability to implement such policies, so it is a great credit to Kahn that he became known as the father of one of the larg est Pareto improvements during the postwar period-economic deregulation.
