On July 14, 1989, a telephone conversation with a concerned citizen in Hanford, Washington, turned out to be a turning point in my career as a scientist. I was chair of an independent Technical Steering Panel (TSP) that was directing a major research effort known as the Hanford Environmental Dose Reconstruction project at the Hanford Nuclear Weapons Facility. We were attempting to reconstruct, as best we could, the type and quantity of radioactive material that had been released, both deliberately and inadvertently, from the plant over the course of its 45-year history. We also planned to look at environmental transport pathways, weather data, and such factors as the age and the eating habits of the people who lived nearby in order to estimate the total radiation dose to which they were exposed. The woman on the phone was the leader of a local environmental group. She was interested in our work and asked to attend what I thought would be, for her, a very dry, boring workshop. Its agenda was to discuss some very technical aspects of the computer modeling of the transport of radioactive materials in the environment. Although I didn't strongly endorse the idea, I passed along her request to the management at the Hanford site and was not very surprised when the response was an emphatic "No!" Getting such people admittance badges was not possible, I was told, and their presence would hamper the scientific discussions. Without giving much thought to the consequences, I called the woman to convey my apologies and to encourage her to attend our regular TSP meeting after the scientific workshop.
