In early August 1996, a full-page advertisement appeared in the British magazine New Civil Engineer announcing a competition to design a footbridge across the River Tyne. The text of the ad, headed simply "a new bridge across the Tyne," was briefer than many classifieds but fully challenging: "We are looking for design teams who can create a stunning, but practical, river level crossing which fits this historic setting, opens for shipping and is good enough to win Millennium Commission funding. Teams who think they are up to the task should register for details of the design competition." The address given was that of the Director of Engineering Services of the Gateshead Metropolitan Borough Council.
