In 2007, a large southern municipal water utility serving approximately 240,000 residential customers decided to offer its customers the opportunity to purchase a service plan that covered the repair and/or replacement of the water service line from the meter (located at the property line) to the home. As in other parts of the county, many of this utility's residential customers were unaware that they were responsible for the water line on their property. Customers frequently called the utility when they had a problem with the service line and had to be told that the utility neither made repairs nor made recommendations for a contractor.
