In his column in the June issue of the Journal, AWWA Executive Director David LaFrance predicted "... a looming workforce shortage in the coming decade ...." Then why are so many automation specialistsrnpredicting massive unemployment as a result of automation? The reason there won't be a shortage of workers as LaFrance predicts (and I think he has just been reading the opinions of others when he makes these claims) is that the boards that govern water districts will make cuts that aren't always rational in order to keep from raising rates.
