To this point we have only discussed xenobiotics as they relate to water quality. Nevertheless, their ramifications on the cost and value of water cannot be ignored. There is no doubt that economics influences water management strategies. Although some argue that water is a basic human right, water is traded as a commodity, especially in the arid West where water rights are being sold to water agencies trying to meet a growing demand. The value and cost of water go hand-in-hand with water quality. Coining a new term like xenobiotics provides a more exotic descriptor to a class of compounds, making it easier for the public to remember when used in sound bites. But such a term does not necessarily provide a good technical descriptor for developing public policy. In some respects terms such as xeno-biotics produce an image of harmful chemicals, which some will argue undermines confidence in the quality of public water supplies. But this fear of the unknown can help push us to explore that which we do not know or understand so that we can better manage the quality and quantity of water in the hydrologic cycle.
