Amendments to the Safe Drinking Water Act (SDWA) of 1996 created the first-ever drinking water state revolving fund (DWSRF) for drinking water infrastructure. The amendments authorize a total of $9.6 billion for fiscal year (FY) 1994 through FY 2003. These funds will provide relief for many financially strapped water systems that need federal assistance to fund improvements in order to comply with the SDWA and related regulations. The DWSRF represents the attempt of Congress to provide federal funding to help municipal, local, and state governments comply with the federal mandates imposed by the SDWA.
