In this Face to Face featuring two interviewees, Patrick Crotty, AWWA's manager of utility quality programs, talks with Aurel M. Arndt, general manager of the Lehigh County Authority, 1053 Spruce Rd., Allentown, PA 18106, and Dean Moss, general manager of the Beaufort Jasper Water & Sewer Authority, Number 6 Snake Rd., Okatie, SC 29910, about their involvement in the QualServe pilot program for medium-size utilities. QualServe uses self-assessment, benchmarking, and peer review to help water utilities improve their processes. Amdt's utility, which has been involved in quality improvement efforts for five years, volunteered for the pilot program and conducted a self-assessment. Moss led the peer review team that visited the utility. This interview was conducted June 24, 1998, in Dallas, Texas.
