United States Quick View: Latest Round Of US Tariffs Threatens EU Dairy, Olive Oil And Pork

The Latest: In the latest development of the ongoing US-EU trade dispute, the US has been given the go-ahead by the World Trade Organization (WTO) to impose tariffs on USD7.5bn worth of EU imports in recompense for losses incurred by US’s Boeing due to ‘illegal’ EU subsidies to Airbus. EU goods to be targeted from October 18 include a large proportion of agricultural and apparel products (which will carry a tariff of 25%) and some manufactured goods (10%). With regards to agricultural products, these goods largely comprise of a variety of dairy products (namely speciality cheeses, butter, yogurt, and whey) as well as wine, coffee, pork, olive oil, and selected fruits. Implications: The dairy, olive oil, and pork sectors are the most exposed agricultural industries for the EU as a significant proportion of US imports in these categories originate from the bloc. The dairy sector is the largest by value, with the US importing around USD1.4bn worth of dairy products from the EU in 2018 (50.2% of total US dairy imports). Italy (which exported USD325.8mn worth of dairy to the US in 2018, 8.5% of total Italian dairy export value) is the most impacted country. This is followed by France (USD249.9mn, 3.4%) and Ireland (USD239.5mn, 5.4%). The olive oil sector is the second largest by value, but accounts for a larger share of US imports (75% of US olive oil imports came from the EU in 2018) and EU exports (16% of EU olive oil exports went to the US in 2018). Italy and Spain are major EU producers and exporters. Italy’s olive oil sector will particularly be under threat from the tariff as the US is its largest export market, accounting for around 30% for total Italian olive oil exports. Pork, while the smallest target at USD450mn, affects some countries more than others. Major producers such as Germany, for example, do not export much to the US. Poland, by contrast, exports nearly 20% of its pork products to the US (its largest export market). The tariff also comes at a time when the country (as well as other European and Asian countries) are suffering from outbreaks of African Swine Fever.
